Planning Activities

Area 4 performs two major planning activities on a regular four-year cycle. First, the Agency conducts a Needs Assessment of older adults living throughout the seven county area. Second, we draft our strategic planning document known as the Area Plan (scroll down for more information and links to these documents).

In truth, Needs Assessment activities are ongoing in nature. We have just recently completed a study of Working Caregivers, and we are nearing completion of a report on the Aging Boom. Work on the 2008 Needs Assessment Report will begin soon. Contact the Planner for more details at (916) 486-1876 or via e-mail at: wtift@a4aa.com

Work on the Area Plan is also ongoing, and new Needs Assessment findings are incorporated along the way. The document is updated annually in accordance with state requirements (scroll down to find the latest draft). The Agency often submits midyear Amendments to the Plan as well in order to reflect adjustments including staff assignments and timelines. Progress toward Plan objectives is documented annually in the Year End Report.

Every four years, Area 4 assesses the top needs of older adults by conducting surveys, key informant interviews, focus groups and public hearings. The 2004 Needs Assessment Report contains results from this study for each of the 7 counties and for the service area as a whole.

Overall, the top two senior needs were for improved/enhanced transportation services and for home repair and/or maintenance.

This Area Plan describes the role and mission of Area 4 Agency on Aging and outlines the major goals and objectives the Agency will seek to achieve during the four year 2005-2009 planning period. 

The theme is “Growing Population, Growing Communities, Growing Senior Needs.” At the time the Plan was written, the senior population in Area 4 was growing at an incredible rate of 900 people per month! The Area Plan clearly states the necessity for additional funds if the needs of frail elders and their caregivers are to be met.
